POSITION TITLE:                          Housing Choice Voucher Program Representative

POSITION CLASIFICATION:      Non-exempt, Monday – Friday, 40 hrs/wk                                    




Minimum of A.A.S. Degree in Liberal Arts or related Human Services or graduation from high school or equivalent with four years previous housing experience.  HQS certification desirable.  Must possess the ability to establish working relationships with others.  Must demonstrate ability to work independently as well as a team member.  A valid New York State driver’s license is required.



Under the supervision of the Housing Choice Voucher Program Director perform activities as necessary to assist income eligible participants to receive rental assistance in order to live in safe, affordable housing in St. Lawrence County.  This shall be done in accordance with the objectives and policies of CDP and funding sources.




           1.  Must have ability to read and understand documents, files and forms.

2.  Must have the ability to compose and write business letters using proper business English, accurate spelling and grammar.

3.  Must be able to use basic arithmetic in all units of measure, including whole numbers, common fractions, and decimals.

4.  Must be able to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.

5.  Must have ability to learn and utilize specially designed software programs for the Housing Choice Voucher  Program.

6.  Treat customers with respect and maintain confidentiality.




           1.  Exercise good judgment under stressful conditions.

2.  Maintain customers right to privacy under the Federal Privacy Act.

3.  Affirmatively further fair housing goals and comply with equal opportunity requirements.

4.  Make efforts to help people with disabilities find satisfactory housing;

5.  Assist in the education of participants; property owners and general public about the program and the availability and nature of housing assistance under the program.

6.  Seek expanded opportunities for assisted families to locate housing outside areas of  poverty or racial concentration.

7.  Encourage owners to make units available for leasing in the program, including owners of suitable units located outside areas of poverty and racial concentration.

8.  Conduct interviewing and certification of applicants and participants.

9.  Obtain and verify evidence of citizenship and eligible immigration status in accordance with HUD regulations under 24 CFR part 5.

10. Examine family income, size and composition at admission and during participation in the program.  The examinations include verification of income and other family information.

11. Responsible for determinations, negotiations, preparation and enforcement of HAP  contracts between the Housing Choice Voucher Program office and the owner; including taking appropriate action, if the owner defaults.

12. Responsible for determinations of housing assistance payments (HAP) for a family,  maximum rent to the owner and the timely payment of HAP payments to an owner in accordance with the HAP contract.

13. Conduct annual Housing Quality Inspections and Lead Based Paint Visual Assessments.

14. Determine whether to terminate assistance to a participant family for violation of family obligations.

15. Attend mandatory training, seminar and conventions which may require overnight travel for several days.
