POSITION TITLE:                          Housing Choice Voucher Program Director

POSITION SPECIFICATIONS:    Exempt, Monday-Friday, 40 hrs./wk.




AAS degree in Human Service Area and two years experience in residential construction trades or relevant work experience.  (Relevant work experience would include; but not be limited to:  hands-on supervisory duties for a total period of not less than three years.  Experience in grantmanship desirable or any combination of the above education and experience totaling four years.  The employee is also required to have a valid driver’s license to get to field visits, training seminars, and elsewhere as deemed appropriate.



Perform responsible administrative work involving coordination, monitoring, planning and analysis of HCVP.  Perform administrative duties requiring initiative, discretion, and judgment.



1.   Ability to communicate effectively, establish effective working relationships with others.

2.   Work effectively with other housing programs in the county as well as New York State Housing representatives.

3.   Treat customers with respect and maintain confidentiality.



      1.   Keep informed of rules and regulations and legislation pertinent to Housing Choice Voucher Program.  Handle questions, complaints, and problems regarding department  procedures and functions.

2.   Recruit and train staff in procedures relevant to Housing Choice Voucher Program.

3.   Evaluate program activities and results.  Refine program design based on findings.

4.   Maintain cooperative relationships and program linkages between CDP and other appropriate service agencies.

5.   Assist in budget preparation for fiscal year.

6.   Maintain the administration of the Housing Choice Voucher Program under regulations of the New York State Housing and Community Renewal using rules, regulations and legislation pertinent to the departments operation; also supervise FSS coordination and home ownership activities to make sure project goals are maintained.

7.   Publish and disseminate information about the availability and nature of housing assistance under the Housing Choice Voucher Program and Family Self-Sufficiency programs.

8.   Seek expanded opportunities for assisted families to locate housing outside areas of poverty or  racial concentration.

9.   Encourage owners to make units available for leasing in the program, including owners of suitable units located outside areas of poverty and racial concentration.

10.   Participate in the annual SEMA preview with New York State Housing and Community Renewal.

11.     Administration, case management, development and encouragement of participation in the Family Self-Sufficiency Program including but not limited to:

a.     Outreach and program notification to Housing Choice Voucher Program participants and general public; which may include the uses of flyers, letters, and group presentation.

b.     Case management on a regular basis; which may require home visits and review of  objectives and goals.  Determine changes in the individual or family’s situation affecting  the need for services.

c.     Conduct informal reviews of certain office decisions concerning applicants for participation in the program.

d.    Conduct informal hearings on certain office decisions concerning participant families.

e.     Maintain appropriate quality control standards for the Housing Choice Voucher Program including but not limited to review of files or records and quality control inspections of units annually inspected by housing representative.

f.     Attend mandatory training, seminar and conventions, which may require overnight travel for several days.

g.     Assure that admissions are completed monthly to maintain lease up quotas.
